(1) The Importance and Difficulty of Consolidating the Achievements of Poverty Alleviation

Eradicating poverty and achieving common prosperity are essential requirements of socialism and the original mission of the Party. Since the reform and opening up, the government has consistently prioritized poverty alleviation. Innovative rural reforms have driven development-oriented poverty alleviation, and various measures such as targeted poverty alleviation have been implemented to accomplish poverty alleviation tasks at different stages, effectively eliminating absolute poverty. Consolidating these achievements and preventing the return of poverty and the emergence of new poverty populations, while maintaining the baseline of absolute poverty eradication, are fundamental prerequisites for achieving common prosperity. The main contradiction in China today and in the foreseeable future is the contradiction between the people’s growing needs for a better life and unbalanced and inadequate development. As such, issues of regional development imbalances, urban-rural development disparities, and inadequate rural development will persist, indicating that relative poverty will remain a long-term issue, with significant risks of returning to poverty in some areas.

The goal is to effectively connect the consolidation and expansion of poverty alleviation achievements with rural revitalization, fully promoting the revitalization of rural industries, talent, culture, ecology, and organizations. This will accelerate the formation of new relationships between industry and agriculture, urban and rural areas, characterized by mutual promotion, complementary development, coordinated progress, and common prosperity. This approach will contribute to high-quality, efficient agriculture, livable and business-friendly rural areas, and prosperous farmers, providing strong support for the comprehensive construction of a socialist modern country.

(2) Main Goals

By 2025, the foundation of agriculture will be more stable, the rural revitalization strategy will be fully implemented, and significant progress will be made in agricultural and rural modernization. In stages, regions with favorable conditions will first achieve basic agricultural and rural modernization, and poverty-stricken areas will effectively connect poverty alleviation achievements with rural revitalization.
